When I use the Japanese dictionary and hit the "Ra" button at the bottom of the hiragana keyboard, it takes me to a function that supposedly allows me to construct Kanji via radicals. All it shows are hollow squares (presumably because my iPAQ doesn't have unicode loaded). How can I obtain the proper software to enable this function?
Copy downloaded msming.ttf file to your 'Mobile device/Windows' and to 'Mobile device/Windows/Fonts folder', then reset (soft) your PDA and try to use the dictionary.
Also, please try different settings on 'Font' tab. Start the application then go in Tools->Options.
I downloaded the True-Text (msss) file to the Fonts folder in my iPAQ and did a reset, but it made no difference. Different font settings in the application just make the kanji unreadable in the rest of the dictionary.
Anything else to try?

Please uninstall Lingvosoft software and soft reset your PDA then.
You need to download and unpack ZIP file of Japanese product on your PC.
Transfer the cab files from the folder of this software from PC to PDA, find them on your PDA through the File Explorer and launch them just tapping on them with stylus.
Once all cabs unpacked please perform a soft reset and launch the software.
